Try adding the module for this card to /etc/sysconfig/kernel
MODULES_LOADED_ON_BOOT.  It sounds like usb is not modprobing the module.

I wasn't real happy with 10.1 (after running 9.3), so I got as involved
as I could in the testing for 10.2 before it came out.  I think the
differences are mostly positive, and I believe 10.2 is definitely worth
the upgrade.  I did upgrade our office server from 9.3 to 10.2, so I am
saying that from experience.  HTH.
