Actually:

I removed kdepim3-networkstatus in the latest 3.5.7 as part of a 10.3 feature 
and completely forgot to consider the effect this would have on 10.2 
upgraders.  

kdelibs3 now contains the library previously packaged as kdepim3-networkstatus 
and I forgot to Obsoletes/Provides it in kdelibs3.  Hence the conflict.  This 
also gave a binary compatibility problem with the knetworkmanager delivered 
with 10.2.  

We've since fixed these issues so there shouldn't be a problem on 10.2 with 
these packages, and I'm currently trying to make the new feature work on 10.2 
as well as 10.3.
