In KDE the combination ctr-shift " a produces ä, ctr-shift ` e produces è and ctr-shift ' o produces ó. ctr-shift = C produces €. You also may use a utility GuCharmap for this purpose but the keyboard shortcuts are way faster. > . That is not going to help you. What browser do you use? It should work in konqueror, but if you use firefox, type "about:plugins" into the location bar to check if the plugin is seen by the browser.
