It is set to "":

RC_LC_ALL=""

Should I just comment out that line entirely?

I see:

$ grep LC_ /etc/*
/etc/rc.status:LC_ALL=POSIX
/etc/rc.status:export LC_ALL

And a bunch of places in init.d where LC_ALL=POSIX shows up.
