Also note the source of this file, the package "aaa_base":

% rpm -q --whatprovides /etc/hushlogins
aaa_base-10.0-28


On the other hand, "/etc/login.defs" comes from "pwdutils":

% rpm -q --whatprovides /etc/login.defs
pwdutils-3.0.4-4.2
