The only fix I see in https://bugzilla.novell.com/show_bug.cgi?id=297647#c24 
is to remove the /var/cache/zypp/zypp.db then run zypper -r, I don't know if 
that is want you are talking about but for some reason I do not have zypp.db 
in /var/cache/zypp so there is nothing to remove.  Also running zypper -r has 
no effect because I don't have rug installed on my system so there is nothing 
for zypper to rebuild itself with.
