I'm not sure is there any bug, but it means that it can't access the update repository. Try: zypper sl and is is there listed anything "update". If not, you can add it with: zypper sa http://ftp5.gwdg.de/pub/opensuse/update/10.3/ update it will add repository and name it 'update'. It is not real repository, just tests to see is update system working.
