It depends. The -devel version contains the things you need to compile
software, in this case against glibc. Things like header files, static
versions of the libraries and other things.
If you are really sure that nothing has changed between the versions you are
looking at, then you can use a different version of -devel. But it's not
recommended. To be sure you get the same versions of API and ABI, it's best
to stick with matching versions
