Of course not: /you/ create it.

Yes. But now that you explained what you want, I would instead create 
/etc/init.d/tablet based on /etc/init.d/skeleton, and a /usr/sbin/rctablet 
symlink to it. Then insert your new service with Yast or chkconfig. Define 
it to start after xdm, I think.
