I would imagine it is. This has been supported in libata for some time. The quality of the hot plugging depends on the hardware. Intel's SATA hardware seems to allow the worst hot plugging. Something about a lack of information it provides when a disk is removed. Of course, we use systems with said intel SATA controllers. What we have found is that one should remove the disk, wait a bit (we suggest 20-30 seconds) and then insert the new disk. Look at /var/log/messages to see if the removed disk is sensed, as well as the added disk. We use hot swapped SATA disks in a system with 4 drive bays. We expect a disk in a specific drive bay to always be mounted the same way. So, we have a udev rule that allows this. IIRC, we had to enable SATA AHCI in the BIOS so that the SATA was in the correct mode to provide info we could use to determine the slot the disk was in. We do this in a 10.1 system with an updated (by us) libata. Still, that libata is at least a year old and it does hot swapping. I look forward to trying this on a 10.3 system.
