Yes, although this has to be the most unintuitive way ever of getting a blank startpage (unless someone can come up with a better way). It's certainly an initiative test if you're a Konqueror user. Once you have loaded the page, size the browser to the size you want, and then click the x beside the location bar to clear it. Then click Settings -> Save View Profile "Web Browsing". Make sure Save URLs in Profile (to save the blank page) and Save Window Size in Profile (if you want to save the size) are ticked, and then click Save. Daft, isn't it?
