You can see in the bug the assignee suggested to put it in Xsetup, but as a
workaround for the Intel's driver's ignorance.

It is not progress to find a new driver makes us do things manually that used
to be done automatically. A n00b installing for the first time is unlikely to
be pleased, much less know what manual intervention he needs to do.
