FWIW, I see this on my IBM R52 laptop with Intel 915GM chipset.

I run 1400x1050 native.  After a resume, I still have a 1400x1050 desktop, but 
the LCD resolution has been set to 1280x1024. If I move the mouse to a screen 
edge, the desktop shifts to make the hidden area visible.  And if I log 
out/login, or do an init 3 > init 5, all is well again.  

Resume worked fine under 10.2, but under 10.3 the boot speed has been shortened 
so much it is now about the same time as a resume, so I've just stopped using 
suspend except when I need to leave a meeting fast and just close the laptop 
and shove it in my bag.
