I believe HAL is now partially controlled by the desktop. In gnome, you might
have to change the gnome configuration. Before you do something drastic, why not
create a new user a new user and with a pristine directory and see if the
usb disk mounts. If it does you might have to track the problem down the
desktop configuration.
