I assume the issue actually came after I upgraded the KDE 4 base libs from the KDE 4 Build Service (Since I needed to update my KRDC and wanted to keep the KDE 4 portion of 10.3 updated).
I believe since then when I try to change my Desktop (I am running KDE 3.5.8) I cannot.
