KDE 4.0 is a complete rewrite of the KDE using Qt4 library. It introduces various improvements (go look techbase.kde.org), but it is still untested. I wouldn't be too hasty with tagging KDE4 as buggy software. I'd say that due to the complete rewrite of the API, KDE4 ought to have much less (serious) bugs than KDE<4. What remains to be done is mostly polishing.
