Well, it belongs to the same org as the other address, so that makes sense! I believe that internet access in your part of the world frequently goes through proxies. e.g. China, Singapore - don't know about Taiwan. So one interpretation might be that 59.115.246.72 is the external address of a Chunghwa Telecom Co.,Ltd. proxy and either it or one of their customers is misbehaving wrt spidering.
