Actually, tht was the wrong syntax. It should look something like this:
rpm -i --force <filename>

After running the above command and reinstalling gconf2 and 
gconf2-devel, i am now able to login to the desktop. I do get the 
attached error and the gnome panel will not start. Any ideas?
