I am currently connected to Internet via a bcm4318 pcmcia card, and do not have the hwcfg file that you mentioned. For 10.3, I used ndisinstaller, and it works. In previous versions, I actually followed the instructions in /usr/share/doc/packages/ndiswrapper. Did you remember to blacklist the bcm43xx driver?
