Yep.

They are not trivial to create,  documentation is brutally sparse, and
the API changes with each revision making maintenance a pain.  But
things are getting better.

The ability to develop plugins in languages other than C seems to be
coming along, especially C#/Mono.  That I think will be a HUGE boon for
Evolution.
