Yast2 -> System -> System Settings -> Kernel Settings tab. Select the 
appropriate Global I/O Scheduler and click Finish.

You probably have to reboot for it to take effect.

The Help text in the left hand pane says "If the option is not configured the 
default (usually 'cfq') scheduler will be used."

This is in 10.3.
