Hi,
Modify the /usr/share/gdm/defaults.conf, delete the HALT at
AllowLogoutActions item.

#AllowLogoutActions=HALT;REBOOT;SUSPEND;CUSTOM_CMD
AllowLogoutActions=REBOOT;SUSPEND;CUSTOM_CMD
