In general idea, I'm all for it. However, I think actions.xml has many
problems itself. For example, the fact that commands are built in to the
configuration DTD even though commands are an optional piece included in
ActionSupport.

See my blog entry a while back for an example configuration (a bit verbose,
but the idea is there). Maybe we could take something like that and trim it
down?
