It is not based on WebWork at all.
It is just the simple Perl based Quiki Wiki with a few minor enhancements.

There is all sort of Wiki clones out there. One of the most popular is
TWiki.
Very feature rich but I like the simplicity of Quiki Wiki.

I don't suppose your Wiki actually uses WebWork?  If there is such a
thing, I'd be interested.
