[OS-webwork] Build structure

I don't know if it's been discussed before or not but don't folk find it at least a bit confusing having too directories called "build"?

/Users/robert/Java/webwork/src/build
/Users/robert/Java/webwork/build

Isn't the top level one simply a staging area?
