If I have a fresh jakarta-tomcat-4.0.4 what do I need to put in common/libs from the webwork dist webwork.jar and log4j.jar from elsewhere?
What else because I cannot get things working on 4.0.4 at the moment.

This stumped me the other day actually. FYI: commons-logging.jar is _not_ copied into supporting-jars.Should it be? There's no mention of this dependency in the instructions and the only way you can know about it is to look at the source. A quick test is to try the documentation that uses webwork so that's any documentation after the JSP docs. I can't say what is wrong here, but WebWork uses commons-logging now.
I have
never had a problem with commons-logging knowing to use Log4j based on
the
presence of a log4j.jar as well as log4j.properties in WEB-INF/classes.

and still is :-) I started out with Webwork 1.2.1 and found out that

does not work correctly with actions chaining which forces me to go
and get
the latest CVS version. After some libraries mismatches and etc. I got
somewhat the latest version of Webwork which helped solved the actions
chaining problem. I now just found out that my
log4j.properties/log4j.xml
file is no longer overriding the default log4j.xml file within the
webwork.jar file. Am I doing something wrong? If there is a change
