Servlet engine is Resin 2.1.5b. I am using Eclipse 2.1-M5, to compule the classes to WEB-INF/classes
The actions.xml file is also in WEB-INF/classes I saw another post that specified that this property is also needed webwork.configuration.xml.reload=true Which I tried. It made no difference.
