It finally worked ... No changes to how I was going about this except I noticed that as I tried different module names I'd sometimes go back to checking out webwork to make sure I still had the cvs url in order. Sometimes I could connect and sometimes I couldn't.
Once I was in the process of checking out xwork I thought "Aha! what was broken is fixed" and I tried and failed to open a new cvs session to check out webwork2. When xwork was done checking-out I waited a minute or so and then I could check out webwork2.
