I spak for 1.3
#url #action and couple of others are definitely
macros.
#includeservlet is clearly custom directive. 

I know  - this sucks not to being able to tell
directive from  macro, but it's velocity :) 

I you like to know what is what: 
1. look into .vm files in webwork core - there is a
file defining all the global macros ( #action , #url )
those are obviously macros. 

2. look into .properties user to fire up velocity by
webwork - directorves ( well, their classes ) are
defined there. real directove name can be found in
source of respective class ( sucks, but it's velocity
:) )
