Plus in Spring you can separate all your actions into their own context making it easier to navigate your app configuration.
I was going to suggest having a xwork feature such as 'external-ref-stack' definitions where you could define a common set of external-refs that could be used by different actions with the same dependencies, but I don't think there is no need for it now.
There is still a need for the external reference resolver stuff as it does (potentially) enable actions to pull references from different sources.
