I just saw this for the first time myself... :-)

Its comment reads: As this package depends on xlibs-dev (which isn't
available anymore in this form) I edited the .deb-package and replaced
the dependency "xlibs-dev" with the new names of the seperated packages.

Well, since OTC is currently based on Ubuntu Dapper Drake, we strongly
suggest that you use that version to build your own packages as other-
wise you might run into problems.

And on Dapper Drake the xlibs-dev package still exists. Well, at least
last time we did an install of a development system. :-)

Upgrading from Dapper Drake to the next Ubuntu LTS (long time support)
version is already on our list of things to do but does not have such
a high priority. You will probably agree that there are more pressing
issues as the desire to be up-to-date...

Agreed, we (especially Martin for sure) have already had some situations
where simply using a current version would have made things easier, like
hardware support and more current libs etc.
