yes you can configure the taskbar with the "Desktop" application:

right-click on "Applications" -> "New" and select "Desktop" as type. configure
it as desired and assign it to a thin client, user or a group.

you can even disable the windowmanager, taskbar, desktop manager, etc. and
autostart your rdp session to have a so called kiosk mode
