There may be a better way to do this, but I got this to work:

Configure the thin client where the printer will connect for a static IP 
address.  I used a DHCP reservation.

In OTC Manager, add a Device "Printserver: USB" to your thin client.

At the Terminal Server, add a "local" printer and create a new TCP/IP 
port to connect it to using the static terminal IP address.

Done.
