OTC should work across subnets without a problem. 1) Is the OTC server pingable from the 10.8.191.x subnet? 2) Do you have the DHCP scope for the 10.8.191.x configured for the "next-server" (linux) or "Boot Server host Name" (windows) option to point to your OTC server? 3) Have you tried opening up all ports just to see if it works at all? This can help you isolate if it's a routing problem, DHCP config problem or a port restriction problem. 4) If you have one DHCP server, is "IP Helper" configured on the router/L3 switch that joins your subnets?
