Yes.  You need a Terminal Services Client Access License for each computer
that will be connecting to a Windows 2003/2008 Terminal Server.  

You have a 120 day grace period after you install the Terminal Services
Licensing application for development and testing.  After that your clients
will be rejected when they try to connect.
