OTC should work fret for you.

In my environment......OTC is installed on 2012 server.....and I have
converted old pentium 3 machines ...no hard drives....64 mb -128 MB of
ram....to boot over pxe....and then connecting to either 2012 or 2008
r2 terminal servers

I did adjust the update repositories to download and update from the
development/experimental

Works great for me....
