I was able to reproduce your issue by installing the OTC-Suite on a Debian 7.2
Server via the Java-Installer. On a Debian 6.0.2 Server and the same OTC-Suite
- the Client boots correctly!
For now, I don't know why this happened, but the Wrapper-Log prints an error
message while starting the OTC-Service:

i have dhcp options on my dhcp server...option 66 configured to the OTC server
ip address and option 67 configured to the boot file name which is
pxelinux.0...if u see something is wrong please correct me...waiting ur reply
