win8.1/2012R2 sometimes doesnt really play right with numlock on the logon
screen.
you can set this in the registry at
HKEY_USERS.DEFAULT\Control Panel\Keyboard
there you have
InitialKeyboardIndicator
if ths is at zero, make it to 2.
if it is at some weird value, namely 2147483648, add 2, making it
2147483650.
that could help.
