What you're supposed to do after the
CLIENT <|> COMPLETE_LIST <|> CLIENT
is read in the entire plugin list that the scanner sends, and then send
either a
CLIENT <|> GO ON <|> CLIENT
or a
CLIENT <|> CERTIFICATES <|> CLIENT
and only after that should you send the single
CLIENT <|> PREFERENCES <|>
