That might be a bit of a problem.  Most use cases we see do NOT map to a
complete network.  Customers will often

  a) leave off broadcast addresses
  b) have all of a class C _except_ for a router provided by an ISP
  c) want to audit part of a network. (I.e. they will own the whole
     network but not want to audit parts of it for a given reason)

I think forcing things to be a full /N is somewhat of an artificial
use case limitation that I would encourage be revisited.
