Is there anyway to configure the OpenVAS manager to send scan result data to 
another database, for example rather store in the local SQLLite database 
forward data to another SQL database?

it is still not well documented indeed.

You can use one OpenVAS installation as slave for another one.
The Master can configure Slave (see navigation menu) and then
assign specific Tasks to run on that slave.

This way you can control several scan slaves (sometimes called
scan sensors) with one master where you then have all results in
one place.
