the function pluginscheduler.c:plugins_scheduler_init()
implements a special cleverness to enable ACT_SETTINGS
plugins in case these were disabled.

IMHO this is too clever for its own good and I recommend
we remove this from the scanner code.
The less cleverness is hidden in Scanner, the better.

The effect will be that scan configurations that disabled
certain settings will start to work. Maybe there are accidental
scan configs of this type out there but chance is very low.
However, after all it would be a bug.

Anything speaks against this change?
