the main reason for openvas-administrator was two-fold:
- because openvas-mananger should not write into openva-scanner files
  (users). This should be resolved by moving user management to scanner
- writing to /etc/openvas/ should be done by a separate service.
  I think this requirement from older times can be entirely dropped.
