I had something similar to this.  Make sure /usr/local/lib is in your path!

I vaguely remember another command I had to use to associate development
files with the development environment, and I had to run that too.  Not sure
if it was for exactly the same issue, but it was certainly for a 'cannot
find file' type issue.
