Sorry I don't have time to investigate your errors specifically but I
just happen to be in the process of installing on Etch (as shipped with
OSSIM) and have these notes on the dependencies I found.  One I
installed them, all compiled fine:

apt-get install bison libpcap-dev libgnutls-dev libgpgme11-dev rsync
coreutils gcc libglib2.0-dev libssl-dev
