Good news! I tested both ways and it works! I ran with an old rc and,
after the test, the line count was larger than before the test. I then
ran with an empty list of plugins.  After the test, the plugin list was
filled in with the same number of plugins as at the end of the first
test.

Finally, by accident, I ran a test which did not have
auto_enable_new_plugins set to yes and it did not update its list of
plugins.
