in general for any OMP client: the clients are not intelligent.
The intelligence is wrapped by OMP and thus to be found in
the OMP server, the openvas-manager.

openvasmd.log should tell you something about what is going wrong.

However, likely it is the lack of any of these tools: alien, rpm, fakeroot.
