I had a "observer" role in mind.
Another role could be "dashboard".
In any case it would a user who has only read access.

The problem is: Should this role have the power to decide
on his own which tasks of which users to review
or should the users allow access for their tasks to the observer role?

I postponed my own thoughts until we have a master/slave
feature for a networked set of Scan Engines, because this
maybe requires other roles as well.
