Can we make openvassd.conf fully optional?

As in the only really important stuff in there should be plugins_folder & 
logfile which could be set to sensitive defaults during compilation. The rest 
just depends on personal preferences so that file shouldn't be necessary 
except if one wants to override defaults (in which case it is documented in 
the man page of openvassd).

IOW: Is it safe to dump that file from the packages?
