I did not experience such behaviour for a long time myself.
Which version of OpenVAS are you using?
Do you have a reliable way to reproduce this?

However, if you restart openvasmd, it does a self-check and
such tasks are set to "Stopped".

i used latest openvasmd 3.0.1 for the 0penvas5, and i got a reliable way to reproduce,
so i start to add my own log code in openvasmd to analyse trouble.

when the 'requested' task does'nt start, i try to 'stop', but here again the task move to stop requested and stuck there...no way to restart it, or delete it, the only solution is the one you mention : restart openvas manager to force every task to came to 'stopped' step.
